Purpose of the Position:

Daily, the projects will be overseen by the District Engineer. As a survey and design team member, he will assist with data collecting, surveys, and preliminary field designs for the provincial design, estimation, and QA/QC engineers. The person in charge will ensure that the contractor is adhering to the design, specifications, and contract agreement to maintain the work’s quality. The individual in question will be responsible for the following tasks, all while being overseen by the Provincial coordinator:

Job responsibilities:

  • Collect necessary data for project planning and design by conducting site surveys; provide assistance with project design.
  • Work together with the design engineer or team to verify that the site’s conditions are compatible with the design requirements.
  • Supervise and oversee construction operations to ensure they comply with project requirements, quality standards, safety laws, and contract papers; play a responsible role in implementing projects.
  • Keep an eye on the contractor’s materials to make sure they meet all quality, safety, and specification requirements.
  • Ensure effective workflow and team coordination by supervising and managing the construction company’s crew and enforcing safety rules.
  • Check the contract paperwork, design, and specifications to ensure the contractor is following them as they build.
  • Review the contractor’s provided work plan and make suggestions to the supervisor for approval; contribute to the development of project plans.
  • keep track of the workforce and the project’s development to guarantee its timely completion; oversee testing and inspection of materials and finished operations to guarantee conformity with standards and specifications.
  • Keep the supervisor updated on project status on a frequent basis, including accomplishments, obstacles, and any changes from the original plan.
  • Work together with your supervisor and team to quickly identify and handle any problems or obstacles that may arise throughout the project.
  • Be sure to document all project-related activities, such as daily, weekly, and monthly progress reports, as well as any modifications made to the project plan.
  • Make sure everyone on the team and with the construction business knows what to anticipate from the project by communicating with them.
  • Find ways to save costs by keeping a close eye on the project budget and bills of quantities. Verifying contractor bills against site measurements, noting discrepancies, and providing suggestions to the supervisor.
  • For the sake of social and environmental compliance, it is essential that all building operations follow established protocols.
  • In line with AKF (Afg)’s Safeguarding policy, fulfill the duties of the position in a manner that demonstrates AKF’s dedication to protecting children, staff, and beneficiaries from danger and abuse. 
  • In accordance with the training provided, report any actual or suspected breaches of the Child Safeguarding Policy and/or the Safeguarding Policy.

Sometimes substantial responsibilities and obligations:

  • Participation in the AKF and PIU team’s regular meetings may be necessary on many times.
  • Either the direct supervisor or upper management at the regional office is responsible for delegating any work-related duties.

Job requirement:

  • An undergraduate degree in civil engineering or a closely related discipline.
  • Excellent verbal, written, and interpersonal skills for collaborating with team members and stakeholders.
  • Skilled in both English and the native languages.
  • Demonstrated expertise of three years or more in surveying, designing, building, and supervising rural infrastructure projects is required. The ideal candidate will have prior experience working with rural water and sanitation systems, with a focus on developing and implementing solar-powered water projects and community-driven initiatives.
  • Knowledge of policies, processes, and laws about rural development.
  • Superb abilities in reviewing, analyzing, solving problems, and making decisions of technical surveys and engineering designs. Plus familiarity with software for designing water supply systems.

  • Excellent understanding of how to resolve conflicts and solve problems within community-driven development frameworks.
